British Consul-General in Jerusalem between 1863 and 1890. His wife was Emma Churchill and they had at least one son, Lionel Alexander.

Moore along with the archaeologist Charles Clermont-Ganneau (q.v.) arranged the purchase of an early Hebrew tomb inscription from Siloam (ME 1871,1107.2; 125207) in 1871.
