1794-1801, First Lord of the Admiralty; 1806-7, Secretary of State. Inherited the important collection of drawings begun by his grandfather the Hon. John Spencer (1708-46, q.v.) which was sold at Philipe on 10 June and seven following days, 1811. Bibliophile; the library at Althorp, which he inherited and further enriched, now forms part of the John Rylands Library, Manchester. 25 June 1919, important print sale at Christie's. A sale of drawings from the collection of "a nobleman (deceased)" on 31 May and following days, 1799 may have been part of the Spencer collection (see Lugt, Marques, I, p. 280)
