Since 'daimyo' and their higher-ranking samurai required swords mounted both as 'katana' and 'tachi' types, and would not wear a long sword when travelling in a palanquin, there was always the need to travel with swords carried by attendants in such cases.Harris & Ogasawara

The gorgeous design of this piece is in grand Momoyama period style and was presumably part of a whole set of travelling equipment for a daimyo or other high-ranking samurai. Since the daimyo would spend much of his time travelling in a palanquin, his long sword would be carried by an attendant in such a case. The outer case is of leather, bearing a gilt oak-leaf mon.
