Biography: 2nd Baronet, FRS; 1784-1806 MP for St Mawes, 1807-1815 governor of Tobago; owned several sugar plantations in the Carribean, his visits and observations on the treatment of slaves prompted him to propose the amelioration of their condition as an alternative to Wilberforce's campaign for abolition of the trans-Atlantic slave trade.
