It is not clear for what kind of ornament this design was produced. Binyon thought it was for a brooch; however, the ribbons would seem to rule that out. Ganz described it as an ‘Abzeichen’, a badge, or rather an adaptation of one, that of the Prince of Wales, which had (according to Boutell's ‘Heraldry’, revised by J.P. Brooke-Little, 1970, p. 165) perhaps been introduced by Philippa, Queen of Edward III and was used by the King and with various differences by several Plantagenets. The first Prince of Wales displayed on his shield, Sable, three ostrich feathers quilled argent, and passing through scrolls of the same bearing the words “ICH DIEN“. But the charge was regarded as a badge; for so it was named in the Prince's will. Despite these temptations, however, the fact remains that the future Edward VI never became the Prince of Wales; so an association with the heir apparent seems most unlikely.
White's suggestion that it might be for a necklace has more to recommend it, especially one made up of real feathers, perhaps worn as part of some fantastic pageant garb at a court banquet. If so, this design would have some significance for the history of such occasions.
