Political satire: Windham is portrayed with bull-dogs and a crowd of crude, barbaric-looking people at a bull-ring with cheering onlookers, a furious tethered bull and several disgorged dogs; a rhyme below sarcastically praises Windham, fusing his opposition to the peace and the bill for the suppression of bull-baiting into an eagerness for baiting John Bull.
