A bear lumbers downhill with a great bone in its mouth: 'A Boneus [fo]r Russia'. Sheltering behind it (right) are three Tories: Peel and Wetherell, their guns resting on its back, firing at two eagles on adjacent rocks, one with the head of Brougham, the other with that of Grey. Wetherell has a strap inscribed 'Russian Bonds' across his shoulder, and kneels on a bird with the head of (?) Hume. Goulburn prepares to fire.

- On 16 July the question of the liability of Britain to continue the interest on the Russian loan after the severance of Holland from Belgium was again raised. A motion by the Opposition condemning the policy of payment was defeated. Hume declared that 'he voted against the Tories with the Whigs, though he had no doubt the Whigs were in the wrong'. Parl. Deb., 3rd s. xiv. 428 ff. See No. 16948, &c.
