(2) THE FOREMAN OF THE BRITISH PROTECTING THE CONSTITUTION FROM TORY INCENDIARISM. (No. 16993)
The 'Constitution' is a pillar inscribed 'King, Lords, Commons', surmounted by 'Bible', crown, sceptre, and sword, its base 'Magna-Ch[arta]'. It is surrounded by flames rising from burning papers: 'Standard, [John] Bull, Age, Bribes, Boro's, Rotten, Corruption'. Tories (right), backed by bayonets, add fuel to the fire, with papers inscribed 'Morg Post' (held by Cumberland), 'Anti-Reform', and 'Circulars'. The fire-engine (left), inscribed 'The British', and topped by a cap of Liberty, is a printing-press, worked by Brougham. William IV holds the nozzle of the hose, directing a stream inscribed 'Reform Bills', 'Peoples Rights, Public Opinion, &c.' on to the fire. On his sleeve is a large badge, the figure of Britannia. Behind him are Ministers and a cheering crowd with 'Reform' banners. Above the design: 'Fire! Fire! Fire! The great Engine (the Press) at work'.

For the (misconceived) position of the King see No. 16682; for the printing-press cf. No. 15776. The London Insurance Companies had their own fire brigades, one being the British Fire Office, founded in 1799; its foreman was probably a London character, see No. 15755.
