Below the title: 'Arising from the Ashes of immaculate Joint Stock Company!!' Lord John Russell (?) is poised across the back of a phoenix which stands among flames in which lie four outraged and melancholy men. His arms are raised; in one hand is his hat, in the other a document: 'Bill of Rights'. He says, looking down, 'In Obedience to your Commands I fly on the Wings of the Phoenix!'
Below the flames and at the base of the design is a row of wigs on wig-stands. Three of old-fashioned type on the left are styled 'No Proof'. On the right are six of more modern pattern, one a barrister's wig, with one top-hat are styled 'New Reformers'. The two groups are divided by a chair which supports a huge wig (the Speaker's) inscribed 'No Vote'. 1831
