Six men at sea in a rowing boat lettered with ' B.C.1844 I.T-x', in stormy weather, on a wave behind at left lettered with 'Public opinion', four rowing (from left, Earl Grey, Sir George Grey, Lord Russell, unidentified man), one bailing water out of the boat (Goulbourn or Sir Charles Wood), and one seated at far right (Sir Robert Peel). 21 March 1848

According to 'Contents of Volume IX. of Political Sketches of H.B. arranged as published.', the character bailing water out of the boat is Sir Charles Wood; however, the preliminary drawing is inscribed with 'Mr Goulbourn'.
