(Description and comment from M. Dorothy George, 'Catalogue of Political and Personal Satires in the British Museum', XI, 1954)
A comment on the debate of 24 May, on amendments in committee to the Reform Bill, which seems to reverse the relative positions in an interchange between Holland and Wynford (J. D. Best), an ex-C.J. of the Common Pleas, a Deputy Speaker of the House of Lords. Holland accused him of displaying "ignorance of the constitutional history of the country", and also of the provisions of the Bill. Wynford complained that Holland's observations were unwarranted, and that he had violated the courtesy of the House. 'Parl. Deb.', 3rd s. xiii. 23-7. The print appears in No. 17222.
Pen and pencil sketch; on the verso is that for No. 17106. Binyon, ii. 55.
