- The subject refers to the November uprising (1830-1831) in Poland crushed by the Russian army. The title alludes to Horace Sebastiani, the then minister of foreign affairs, who when commenting on the Russian intervention before the Chambre on 16 Septembre 1831 famously said that 'la tranquillité règne à Varsovie' (Peace reigns in Warsaw).
