- Brown 1980 states:
Henry Peter Brougham, Baron Brougham and Vaux (1778-1868), educated at high school and university, Edinburgh; Lord Chancellor. He was returned as MP for Camelford in 1810 and for Winchelsea in 1815. This medal was struck to commemorate Brougham's candidature for the county of Westmorland at the general election of 1818. Despite the fact that he came bottom of the poll, Brougham in his post election speech congratulated those who had voted for him, saying that in spite of the acts, the urgent endeavours and the bribery of the agents of his opponents he had polled '900 votes, free, independent and unbought votes'.
