The photograph may have been taken sometime in the period 1863-March 1864, possibly in Yokohama, around the time of negotiations with the shogun following the Anglo-Japanese war.
The sitters in photo 19 are the envoys of Satsuma domain sent to Yokohama in December 1863 to negotiate with the British. They include Iwashita Sajiemon (perhaps the oldest envoy in the photograph, standing back row left).
